DOMINICA
The Citizenship-by-Investment (CBI) program of Dominica was established back in 1993 and was con sidered the best option for the second consecutive year by CBI Index in 2019.
Visiting nor residing is not required to apply and attain citizenship. Currently the total process takes anywhere around 4 to 6 months. Investors of good character and repute can opt to make donation or investment to the development of Dominica and in return they are given the opportunity to apply for Dominica's citizenship and passport.

Dominica offers many perks such as one may change their first and family names. Applicants may also include in their application their eligible dependents children under 30 who are full time students and are fully supported by the main appli cants and their parents/grandparents. Dominica allows dual citizenship and economic citizens have nearly all the rights as other citizens. Dominica has a very favorable taxation system with no capital gains, no worldwide income or inheritance taxes.
Applicants can qualify for Dominica citizenship under its Citizenship-by-Investment (CBI) program by choos ing one of the two options:
Single applicant must contribute at least US $100,000 to the Economic Diversification Fund (EDF). However, if spouse is included in the application the fee is US $ 150,000. Main applicant and spouse (family of four with one child above 16 and one below 12) US $175,000. The fee for any additional dependent under the age of 18 US $25,000 and US $ 50,000 for any additional dependent above the age of 18.
An applicant must invest at least US $200,000 in a real estate project approved by the government and pay government fee of US $25,000 for the main applicant. Additional fees applies for dependents. The invest ment must be maintained for a minimum of 5 years.
The whole application process is quick and straightfor ward and generally takes anywhere from 4 to 6months.

Authorized agents are officially licensed by Dominica Citizenship by Investment Unit (CBIU) to handle and submit applications to act on behalf of the applicant.
First step
Once forms and required supporting documents are complete, application fees are to be paid at the same time as the application is submitted. These fees are required: i) Online Processing Fees of US $1,000;
ii) A Due Diligence fee of US $7,500 for the principle applicant; iii) A Due Diligence fee of US $4,000 for applicants Spouse; and iv) A Due Diligence fee of US $4,000 for applicants above 16 years old.
Second step
The due diligence investigation is conducted by an independent agency contracted by the Government of Dominica. The time taken for background checks on potential applicants may be anywhere between 1-3 months. The CBIU will consider the application in light of the due diligence report and make a recommendation on the application accordingly. The applicant will then go for scoring.
Third step
After the due diligence results on background checks are received, the CBIU evaluates the application by scoring the applicant. If the applicant is approved, a comfort letter is issued. Upon receipt of this letter, the stipulated investment should be deposited into the CBIU's bank account.
Fourth step
Each applicant is required to sign an Oath of Allegiance. Parents or legally appointed guardians of minors must sign the Oath of Allegiance. A certificate of naturalization is then prepared and issued.
Final step
Our local staff in Roseau, Dominica, will submit your passport applications to the local passport authorities and your Dominica passports are issued within a few weeks. These will then be couriered to our headquar ters in Dubai, where we handover your passport to you with a notarized travel letter.
